The Design / Build approach reintroduces the concept of the "master builder", with the onus on the designer for design, fabrication, installation, start-up, and punch list all executed on schedule and within a pre-established budget.
The design / build contractor is able to achieve this by working with the owner to develop the criteria and the budget, and then designing a project that will meet both. This affords the owner certain guarantees and securities in regard to quality, timeliness, and cost. This conversely provides the owner protection from inferior quality, schedule impacts, and budget overruns.

There is a growing trend toward the design / build approach. As was stated earlier, over 50% of non-residential construction in the European Community is design / build, and over 70% in Japan.
In the U. S., the private sector is embracing this concept in ever-increasing numbers. Even the public sector is trending this direction, with an increase of 172% from 1986 to 1992, equating to $49 billion in volume.
